Issue tracking links exist but are non-functional.  Issue tracking for a project can follow the basic "bugzilla" format - the capability needs to be able to allow for adding issues, commenting on them and modifying their status based on user role.  Issues should bea able to be listed based on criteria (status, author, sevarity, etc.).  Fiealds for an issue should include:

• Summary
• Description
• Status (Open, To be vallidated, Closed, Could not reproduce, Not an issue)
• Resolution
• Author (based on user who created it)
• History (just like wiki)
• Sevarety (Major, Normal, Minor)
• Links and enclosures
• Module
• Element (Class, resource, page, etc)
• Assigned to
• Exists in revision(s)
• To be fixed in revision
